proclamations will be forwarded in Gazette form if possible to the War office for transmission to and scrutiny in the Colonial Office. cases where there is time, which must in the nature of things be extremely rare I fear, I would of course refer points of policy embodied in proclamations for the prior consent of the War Office and through them to the Colonial Office.
